The New England Chapter of ISACA was founded in 1976. From the modest beginnings of its first meeting -- which was held at Valle's Steak House on Route 9 in Newton, the New England Chapter has grown to over 1400 members across four states (MA, NH, ME, VT).

Joe retired after 42.5 years of federal, state, and local government audit service on July 31, 2006. At his retirement, he was the Audit Manager for Special Investigations at the Washington State Auditor's Office where he was responsible for managing the agency's Fraud Program. He specialized in employee embezzlement fraud within all state agencies (170) and local governments (2,400) in the state of Washington. He monitored all fraud audits throughout the state and participated in the investigation of over 730 cases involving losses of over $13 million during his 20-year tenure in this position.

Joe has graciously provided this fraud manual which represents his personal experiences dealing with fraud in state agencies and local governments in the State of Washington.

Established in 1941, The Institute of Internal Auditor (IIA) is an internal professional association with global headquarters in Lake Mary, Florida, USA. The IIA is the internal audit profession's gloval voice, recognized authority, acknowledged leader, chief advocate, and principal educator. Generally, members work in internal auditing, risk management, governance, internal control, information technology audit, education, and security.
